The Council on Environmental Quality issued a notice of proposed rulemaking to largely restore regulatory provisions under the National Environmental Policy Act that were modified in a July 2020 rule. Public meetings will be held October 19 & 21, and comments are due November 22.
Several agencies (OPM, IRS, EBSA, HHS) issued interim final rules with a request regarding independent dispute resolution processes for health insurers and out-of-network providers under the No Surprises Act. Comments are due December 6, with the IFR going into effect on October 7.
The Internal Revenue Service and the Treasury Dept. also issued a notice of proposed rulemaking related to the IFR, with comments also due December 6.
The Dept. of Health & Human Services issued a final rule revoking a March 2019 rule that placed certain restrictions on access to abortion services. Effective November 8.
